In the third millennium the face of the earth had been almost destroyed by uncontrolable disasters. Only a few cities remain, humanity itself turned as violent as the planet. Civilisation was threatened with collapse, but a solution was found. The crumbling legal system was merged with the overburdened police, creating a powerful and efficient hybrid.
